What it provides: Up to 4% of the home's purchase price as a silent second mortgage. This can be applied to your down payment, closing costs, or both. The second mortgage is deferred at a simple interest rate of 2.5% per year, with no monthly payments required. It comes due when you sell, refinance, or pay off the first mortgage.

Maximum home price: $660,000 for most of Fresno County, which covers the large majority of homes on the market here.

Example: On a $350,000 purchase, STEAP provides up to $14,000 toward your down payment and closing costs.

Important: STEAP must be paired with a qualifying CalHFA first mortgage (conventional, FHA, or VA). You will also need to complete a homebuyer education course, which your lender can help you find.

Private Lender Program

CalHERO: California Hero Home Loan

Who qualifies: Current, former, or retired CalSTRS members, as well as employees of any California accredited public, private, or charter school, or any California college or university. Unlike most programs, CalHERO does NOT require first-time buyer status, making it one of the most accessible options for repeat buyers.

What it provides: A 2% forgivable down payment assistance grant through the CalHERO Advantage feature. It also eliminates the 1.5% origination fee that the former CalSTRS loan program used to charge, which is a direct savings at closing. Loans typically close in 15 to 30 days.

Best for: Educators who have owned before, or first-timers who want a faster, simpler process without a lot of program restrictions.

CalSTRS Member Benefit

CalTAP: California Teacher and Public Employee Home Loan Program

Who qualifies: Contributing or retired members of CalSTRS, CalPERS, or other California public retirement systems. Also available to active employees of any California public agency.

What it provides: No underwriting or processing fees, which saves borrowers approximately $1,895 at closing. A rate float-down guarantee means that if interest rates drop after you lock, you automatically benefit. Loan limits go up to $1,209,750, with jumbo loans available to $4,000,000. A match-or-beat guarantee means CalTAP will match any legitimate competing mortgage offer from the same day. The CalTAP PLUS HELOC allows existing homeowners to tap equity at up to 89.9% combined loan-to-value.

Good Neighbor Next Door

Who qualifies: Full-time K-12 teachers at public or private schools that serve students in the area where the home is located. Also available to law enforcement, firefighters, and EMTs.

What it provides: A 50% discount off the list price of HUD-owned properties. HUD holds a silent second mortgage for the discounted amount with no interest and no payments. That second mortgage is fully forgiven after you live in the home as your primary residence for 36 consecutive months.

The catch: Inventory is limited and changes constantly. You are shopping from a pool of HUD-foreclosed homes, not the open market. Available listings in Fresno County can be sparse, but when one is available in a neighborhood you want, the savings are extraordinary.

What it provides: A zero-interest, deferred-payment loan of up to 20% of the purchase price plus closing costs, with a minimum of $1,000. Repayment is deferred for 30 years or until the primary mortgage is paid off, whichever comes first. Maximum home purchase price is $279,000.

Best for: Support staff, instructional aides, and early-career educators whose income falls within the qualifying range.

Who qualifies: First-time homebuyers purchasing in Fresno or Madera County.
